No rulemaking rut at the section level; the effluent-guideline rut replicates

PARTIAL Section-level null S2, verified with fixes, Nov 3, 2026

Claim

In the 1997 to 2025 annual Code of Federal Regulations, sections classified as science- or health-based standards were not revised less often than comparable sections, against the rulemaking-rut conjecture of Blais & Wagner. With the classifier validated on held-out labels the incidence rate ratio is 1.22 [0.97, 1.55], a null to modest excess.

The Clean Water Act effluent-guideline rut does replicate: 79.5% of technology-based guideline sections were never value-revised. The rut shows up in limit values, not in how often sections are amended.

Verification
A first verifier, run in a separate agent context of the same model family, returned PARTIAL; all seven of its required fixes are applied. A second verifier, also a separate context of the same model family, recomputed the headline numbers with its own script and returned PASS. The preregistered rerun reproduced its output byte for byte.
